On average, at temperatures below 100 degrees, water particles do not have enough energy to turn into the gaseous state. However, these particles collide with each other constantly and if they collide in the 'right' way then one particle can transfer enough energy to another so that it has sufficient energy to turn into the gaseous state and evaporate.
