This is a hard question. The fact that charged particles experience a force between them is an axiom - it is something that we "know to be true". We can observe, model and use this as a basis for developing theories about the world. We can put up equations that predict the magnitude of these forces. But WHY this is so, that is something different. So your question is not an easy one to answer...
it is d electrostatic attraction which makes the charged particles attract........may be due to their energy difference.
