How does the citoskeleton "knows" where to transport vesicles in a cell?

Is there a complex of proteins whcih are capable of transporting vesicles to the site where they are required?

I think that hormones are regulating everything. Or, maybe, nucleus. I think the right answer do not exist because nobody has been in the inside of a cell.
